LA RECE terms of service

1. The service
LA RECE provides a legal review of completed apartments and apartments that are planned or under construction, before the relevant commitment or purchase. The service is provided by First Principle law firm, registered with the Bucharest Bar as PATRICIU – Societate Civilă de Avocați, tax identification number RO38960435, with its office in Bucharest, Sector 1, Calea Victoriei no. 155, building D1, section 5, floor 6, apartment A6. 2. What we analyse
For a completed apartment, we review the current legal position, title and seller’s rights, identification, land register, cadastral documents, encumbrances and transaction terms. For off-plan purchases, we review the land/project documents, seller’s rights, documented planning and authorisation, the promised unit and annexes, relevant agreement, advances, payment schedule, completion and handover, permitted changes, refunds and remedies, within the documents and checks actually available.
3. What the review does not include
The review does not guarantee project completion or confirm the physical state of construction. It does not include an on-site inspection, structural or cadastral expert assessment, valuation or separate tax and accounting advice. Tax-related documentary requirements relevant to signing may be analysed legally. Representation, negotiation, attendance at signing and drafting the sale agreement are agreed separately if needed.
4. The result
The report explains material issues, consequences and recommended measures, not just a score. A reasoned recommendation may be to proceed, proceed only once conditions are met, or not proceed. The initial off-plan report distinguishes established issues, gaps, conditions before signing/payment and matters to recheck before final purchase. Signing lists are adapted to the agreement under review and separated for the seller and buyer. Each report is personally reviewed and approved by the lawyer.
5. Price
The fee applies to one apartment. Each additional apartment requires a separate case, agreement, payment and report. Parking, storage and land/common-area rights bought with it remain in the same case, including with separate cadastral numbers. Documents mentioning other units do not automatically trigger a fee. Any ambiguity is clarified with the client and confirmed by the lawyer. The complete review of a completed apartment costs RON 500, including VAT, with no mandatory second fee. The initial off-plan review costs RON 500, including VAT. Once the initial review is paid and its report delivered, the same client may order one complete review before the final purchase of the same apartment for RON 250, including VAT. The reduction reflects the existing history, not a reduced legal standard. The second order is optional and has its own agreement/acceptance, payment, invoice, deadlines and report. There is no automatic charge or obligation to buy both stages. The final review at RON 250 must be requested within one calendar year (12 months) of delivery of the initial report. A request recorded within that period retains the price even if admission, payment or report delivery takes place later. Eligibility and price are checked on the server; changed identifiers require the lawyer’s recorded confirmation and reasons. There is no supplement for an individual issue. Payment opens after minimum-document admission and contracting; the service starts only after verified payment and the applicable start conditions.
6. Minimum documents before payment
If you do not yet have any documents, you can use the free initial information before opening an account or entering an agreement. You may optionally save known details in a case awaiting initial documents and upload files gradually. This does not begin analysis, start the document or report deadlines, or promise acceptance. The free list does not replace the tailored request after verified payment. For a completed apartment, a completed questionnaire, the seller’s acquisition document and a land register extract issued within the past six months are required. For off-plan cases, the minimum concerns sufficient identification of the land/project and promised unit, available documents on the seller’s rights and the relevant draft agreement, under the procedure approved by the lawyer. An individual apartment title or land register is not required for a future apartment that does not yet legally exist separately. Required-document presence is checked deterministically, without AI; this check does not validate the legal position. Tailored additional documents are requested after payment. We accept PDF, JPEG, PNG and WebP, including legible photographs and screenshots; HEIC/HEIF must be converted before uploading.
7. The tailored request
After verified payment, we prepare the list of required documents and the email for the seller. The lawyer reviews and approves them before publication. You copy and send the message; the platform does not contact the seller automatically.
8. Completing the case
You have exactly 168 consecutive hours from publication of the approved request. You may close the case earlier using the “These are all the documents — start the analysis” button. At closure, the questionnaire and case documents are frozen. Successive uploads do not start new analyses.
9. Delivery deadline
The report is delivered within 48 consecutive hours of case closure. Deadlines run through weekends and public holidays. A processing or technical-check delay does not move the time of closure or extend the deadline. The lawyer reviews the preliminary report, authorises final drafting and approves the exact version delivered.
10. Later documents and major issues
Later documents do not automatically reopen a closed case. An eligible final review is a new, complete order: it uses the initial analysis only as background, requests current documents, and reassesses the current position and resolution of earlier issues without assuming earlier conclusions remain valid. Major issues are explained in the report, even if resolving them requires a separate engagement. Linking orders does not extend retention automatically. Access to the original case remains limited to 90 days after delivery, and the professional archive to one year under the privacy policy. After access expires, within the one-year commercial request period, the client may contact contact@la-rece.ro. The lawyer verifies identity and can issue a restricted invitation to request the continuation without reopening the old report. The new order uses lawfully retained material and current documents; there is no promise of unlimited retention or automatic extension of the archive.
11. The agreement and start of the service
The service is provided under the legal assistance agreement and the LA RECE annex, communicated before payment. A consumer Client may expressly request that the service begin after payment confirmation, before the withdrawal period expires. Without that request, performance begins after the period expires. The 168-hour and 48-hour periods run from the events described above.
12. Consumer withdrawal
For an agreement concluded online, you have 14 days from conclusion to communicate your withdrawal at contact@la-rece.ro or by post to the Firm’s office. If you requested an early start, you owe only the proportionate amount for services actually performed, subject to the statutory information and consent conditions. The balance is refunded within 14 days of notification, using the same payment method unless we agree otherwise without cost to you. The right is lost after full performance only if you expressly requested an early start and confirmed beforehand that you understood this effect. Payment or case closure do not, by themselves, extinguish this right.
13. How to communicate withdrawal or a complaint
You may send any unequivocal statement of withdrawal. Optional form: “I hereby give notice of withdrawal from LA RECE agreement no. [number], concluded on [date]. Name and address: [details]. Date of notice: [date]. Signature: [only for notices on paper].” For questions or complaints, write to contact@la-rece.ro. You do not need to give a reason for withdrawal.
